More ECBs to Open This Week "This is another step in the FAA’s phased
program to safely restore full access to US airspace," FAA Administrator
Jane Garvey said. "We expect to take additional actions to restore general
aviation consistent with national security." Current restrictions on VFR flying in three
other major metropolitan areas, New York City, Washington, D.C., and
Boston, remain unchanged. Operations that remain prohibited from operating
VFR in ECBs include news and traffic reporting; banner towing, sightseeing
for hire, and airship/blimp operations. As with the NOTAM releasing 15 cities
last week, aircraft with transponders and altitude encoding capability
will be able to conduct VFR operations in the enhanced Class B airspace
areas outlined above. Pilots are instructed to monitor the guard
frequencies 121.5 MHz and 243.0 while in the enhanced Class B areas. (Do
not transmit on these frequencies!) Aircraft without transponders will
also be able to fly in Enhanced Class B airspace if they first obtain a
waiver. It is imperative that pilots operating in these
areas, as well as the areas released last week, follow the procedures
outlined in the NOTAMs exactly. EAA and the FAA encourage VFR pilots in
Enhanced Class B airspace to fly normally and avoid aerobatics, circling,
loitering, and any unpredictable flight paths. Please also remember to
avoid open-air assemblies, power plants, industrial complexes, reservoirs
and dams. We emphasize once again: professional airmanship is

flight operations resumed this morning in five major metropolitan areas
and by Wednesday will have returned to a total of 12 more enhanced Class B
airspace areas. The National Security Council working group met throughout
the day and late into the evening on both Friday and Saturday, then
received final White House approval Sunday for the following schedule as
outlined in NOTAM !FDC

Killed in
Friday Crash
The halls
of EAA are quieter this morning as those of us who had the privilege to
know Ken Brock deal with the reality of his death on Friday, October
19.
On Friday, Ken and his wife, Marie, flew their T-18 to Ken’s
favorite weekend hideaway, El Mirage Dry Lake, California. According to
initial reports, upon landing, a mechanism in the tailwheel broke causing
the aircraft to swerve off the runway. The aircraft struck a post, which
took off a wing, and then flipped inverted. Ken was killed instantly,
suffering a broken neck, while Marie received a minor injury. Friends and
neighbors at the El Mirage airport broke the canopy to help Marie escape
from the aircraft, and emergency crews were dispatched to assist
Ken.
Upon learning of Ken’s death, EAA President Tom
Poberezny said, “We are extremely saddened to hear of Ken’s death. As
evidenced by his low EAA number, 6561, Ken is a longtime member of the EAA
family. He was a mainstay at EAA AirVenture Oshkosh and was well known for
his work in the gyroplane and homebuilt communities. Our most heartfelt
condolences go out to Marie, the entire Brock family, and Ken’s many, many
friends. He will be greatly missed.”
Funeral arrangements are
pending.
Reminder: Contact Senate-House Conferees To Prevent Warbird
Demilitarization
EAA and Warbirds of
America members are reminded to contact their elected officials in the
Senate and House of Representatives who are members of the Senate-House
Conference Committee that will decide whether or not demilitarization
language remains in the National Defense Authorization Act of 2002. Please
visit the EAA website for contact
information. (If your representative or Senator is not on the conference
committee, send the fax or e-mail to the Committee Chairmen. Again, see
the website for details.) Section 1062, it will be up to House conferees
to request its deletion from the final bill. Many of you may have already
written to your congressional representatives to ask for their action in
removing Section 1062, and we thank you for that help.

Open House This Weekend at
Grizzly’s New Muncy, PA, Facility
Grizzly Industrial will hold a grand opening for its new location
in Muncy, PA, on October 27. The new 230,000 square-feet facility includes
a 35,000 square-foot showroom, which is the largest showroom in the United
States for any business of its kind. It’s located at the Lycoming Mall in
downtown Muncy.
