JACKSONVILLE EAAERS CONTINUE WORKING TO CHANGE ANTI-HOMEBUILDER ORDINANCE

Jacksonville, Florida, EAA Chapters and members are continuing their fight to remove a city ordinance that prohibits residents from working on homebuilt aircraft within the city limits. Before the city council met in late July, EAA Chapter 193 led a demonstration at City Hall featuring a banner tow that read, "BAN THE EVERETT LAW" and signs calling for the ordinance to be overturned. (The "Everett Law" is in reference to Edward and Norma Everett, whose persistent complaints resulted in the ordinance being adopted last year that prohibits anyone from tinkering on airplanes and airboats at their homes and requires the craft to be stored in enclosed garages.) ONLINE TRIBUTE CELEBRATES THE LIFE OF GERRY BECK

Family and friends of Gerald S. Beck, Wahpeton, North Dakota, held a special service and celebration of his life on August 1 at the Fargo Air Museum. Gerry died on July 27 during the Showcase Flights at AirVenture while performing in his P-51A Mustang. Gerry, who founded Tri-Sate Aviation, Inc., a business that specialized in warbird restoration, had built the airplane from the original North American Aircraft plans and specifications. His longtime friend, Doug Rozendaal, and photographer Max Haynes, assembled a poignant tribute to Gerry featuring images of his loved ones as they bid him farewell at the Fargo service. The entire EAA and EAA Warbirds of America community of aviation enthusiasts expresses their condolences to Gerry's family and friends.

E-LSA CONVERSION DEADLINE REMINDER - FIRST MILESTONE APPROACHING

The deadline for completing the E-LSA registration, airworthiness inspection, and certification process to convert "fat" and two-place ultralight trainers to experimental light-sport aircraft (E-LSA) is January 1, 2008. The FAA set August 15, 2007 (next Wednesday) as a milestone for submitting the registration forms. The FAA established this milestone date out of concern that if everyone waited until "the last minute" to start the process, it could not handle the workload and then people would miss the deadline. ATC ASKS AIRVENTURE PILOTS TO COMPLETE SURVEY

Did you fly your airplane to EAA AirVenture Oshkosh 2007? If so, the FAA's air traffic control team asks that you take a few minutes to complete a 10-question survey located on the EAA AirVenture website. Your help will provide important information that will allow controllers to continuously improve the process to make for safer, more efficient operations at future fly-ins.

NEW DATES FOR 2008 EAA TEXAS FLY IN

Cooler October weather and fewer chances for severe weather will greet EAA Texas Fly In participants in 2008. Beginning next year, the fly in will be held the second weekend in October, which is October 10-11 (Friday and Saturday) in 2008 in Hondo, Texas. Exhibits and forums will be open from 9 a.m.-5 p.m. both days. Meals will be available on the field Thursday evening thru Sunday morning. Further details will be added to www.eaatexasflyin.org as they are finalized.

B-17 TOUR HEADS EAST TO RESUME SUMMER TOUR

Having completed its successful Western swing, then a full schedule of flights at EAA AirVenture Oshkosh 2007, EAA's "Keep it Flying" B-17 tour has resumed in the Eastern United States. This weekend (August 10-12), EAA Chapter 122 hosts Aluminum Overcast at Harrisburg, Pennsylvania's Capital City Airport. From there it will travel to the Elmira/Corning (New York) Regional Airport where the Wings of Eagles Museum hosts the airplane August 14-15. Next weekend (August 17-19), see the B-17 at Lawrence, Massachusetts Municipal Airport with EAA Chapter 106. Q & A:
Question of the Week
In the July issue of Sport Aviation, your ASK EAA column regarding aircraft lighting mentions a person flying at night (after sunset) with just navigation lights. FAR 91.205(c)(3) (visual flight rules night) lists under required equipment, "An approved aviation red or aviation white anti-collision light system on ALL U.S. registered civil aircraft." It also mandates certain standards for aircraft certified after certain dates, but the first sentence, as above, mandates ALL U.S. registered aircraft to have some type of anti-collision light system for operation at night.

Answer:
Your definition of "night" is not consistent with the FAA regulations. Night starts at the end of evening civil twilight, as published in the American Air Almanac, which is approximately 25-30 minutes AFTER sunset depending on your latitude and longitude. (Ref: 14 CFR 1.1) The regulations require that nav lights be operated from sunset to sunrise (Ref: 14 CFR 91.209), but anti-collision lights are required only at night, per your reference to FAR 91.205. Thus, during the period from sunset to the end of civil twilight, only navigation lights are required.

Aircraft certificated after March 11, 1996 are required to have an anti-collision light system during other than night under Part 23. These aircraft are required by FAR 91.205 to have anti-collision lights for day VFR as well as night.

TRUE FLIGHT HOLDINGS PURCHASES TIGER AIRCRAFT
True Flight Holdings, LLC was recently approved by the Federal Bankruptcy Court to purchase the assets of Tiger Aircraft, LLC. The type certificates, parts and materials inventory, and tooling and manufacturing equipment are included in the sale. New Tiger owner and True Flight CEO Kevin Lancaster, of True Flight, said he "wants to return the aircraft to production as soon as possible," and that the company is likely to locate in Georgia.

LANCAIR UNVEILS TURBOPROP KIT
Lancair International introduced a mock-up of its Lancair Evolution, the latest and highest performing member of its family, at EAA AirVenture Oshkosh. More than three years in development, the Evolution is a four-place single-engine turboprop with a projected top speed of 385 mph. Powered by a Pratt & Whitney PT6A-135A engine developing 927 hp, the airplane's projected maximum cruise speed is 338 knots at 25,000 feet, or 270 knots at 28,000 feet at economy cruise setting. WINING BID FOR CIRRUS LSA CONTINUES SPORTY'S STRONG SUPPORT OF EAA YOUNG EAGLES PROGRAM
Sporty's Founder and Chairman Hal Shevers was the highest bidder when the first Cirrus Light Sport Aircraft (LSA) was auctioned at EAA's annual Gathering of Eagles fundraising dinner on July 26. Shevers' winning bid of $170,000 will benefit EAA's Young Eagles program and youth initiatives. "I am committed to bringing new people into aviation," Shevers said. "Of course, the purchase benefits the Young Eagles, a vital program that Sporty's has long supported." Sporty's will take delivery of the airplane at AirVenture 2008. BRS REPORTS LARGE 3RD QUARTER GROWTH
Ballistic Recovery Systems, Inc., a manufacturer of whole-airplane parachute recovery systems for general aviation and recreational aircraft, reported a 28.6% increase in third quarter income over the same period a year ago. "Our focus on superior customer service and execution has resulted in a banner quarter and we are pleased net revenue is up as expected," BRS CEO Larry Williams said. BRS is a South St. Paul, Minnesota-based company that designs, manufactures, and distributes whole-plane emergency parachute systems for use on general aviation and recreational aircraft. MORE THAN 100 PLANES COMMIT TO 'MUSTANGS & LEGENDS'
One hundred nine classic P-51 fighters have confirmed their attendance at the Gathering of Mustangs & Legends event scheduled September 27-30 at Rickenbacker International Airport, Columbus, Ohio. About half as many "legends" are scheduled to attend (including EAA Founder and Chairman Paul Poberezny), such as aces, crew chiefs, WASP, and others who were part of the P-51 family.
