FRANK BORMAN TO SPEAK AT
EAA WRIGHT BROTHERS MEMORIAL BANQUET
 Aviation
and space legend Frank Borman will be the keynote speaker at this year's
EAA Wright Brothers Memorial Banquet, scheduled for Wednesday, December
17, in the Eagle Hangar of the EAA AirVenture Museum. EAA's annual
commemoration of Orville and Wilbur Wright's first successful powered
flight will also mark the 40th anniversary of NASA's Apollo 8 space
mission held in December 1968, in which Borman, EAA 300174, served as

TSA PROPOSAL ENSNARES
HISTORIC AIRCRAFT
 EAA
is concerned that new security proposals put forth by the Transportation
Security Administration last week are very likely to impose highly
restrictive operating requirements on a number of historic Warbirds and
vintage aircraft, many of which are flown in tribute to those who fought

NEW EPA PROGRAM COULD
THREATEN AVGAS AVAILABILITY
EAA working to ensure current and future
GA fuel supply
Announcements made by the Environmental Protection Agency today could
further tighten the screws on our nation's general aviation fuel supply,
making EAA's ongoing advocacy and work on fuel-related issues
increasingly relevant and urgent.
The EPA announced a broad-sweeping
program of air-quality testing and monitoring to enforce newly adopted,
and considerably more stringent, standards for allowable levels of lead.
This program entails EPA scrutiny of numerous industries and commercial
activities involving lead emissions. As part of this effort, the EPA
will direct state governments to examine whether general-aviation
activity at certain airports contributes to unacceptable levels of lead
in the air. The new standards lower the allowable amount of lead to
one-tenth of previously accepted levels. Read

WORLD'S ONLY CIVILIAN
HARRIER DEBUTS AT VIRGINIA AIR SHOW
 The
world's first - and only - civilian-owned Harrier jump jet made a
flawless debut performance on Saturday, October 11, at the 9th annual
Culpeper Air Fest in Virginia. Art Nalls, EAA and Warbirds of America
member, acquired the Sea Harrier FA/2 from Britain's Royal Navy in 2005
and has spent the last three years getting it back into flying shape.
His 12-minute demonstration flight closed the air show and included
several high-speed passes (one clocked at 537-kts) and the Harrier's
trademark hovering exhibition at about 100 feet AGL Read

MAJOR JUDGMENT AGAINST
EAA, NORTHWEST FLY-IN REVERSED
This week, an appeals court in the State of
Washington reversed a $10 million judgment against EAA and the Northwest
Regional Fly-In in a case regarding a 1999 accident at the Northwest
Fly-In at Arlington, Wash. The court directed entry of judgment in favor
of EAA and the Northwest Fly-In.
"We are pleased with the decision
from the Court of Appeals in the State of Washington that reversed an
earlier decision, and released EAA and the Northwest Fly-In from the
previous judgment," said EAA President Tom Poberezny. "We
believe the unanimous decision of the appeals court properly reflects
our position in this case."

FIFTH CHAPTER LEADERS
ACADEMY HELD AT OSHKOSH
 Eighteen
leaders, 12 EAA chapters, six states - that was the makeup of last
weekend's fifth EAA Chapter Leaders Academy held at the EAA Aviation
Center in Oshkosh, Wisconsin. A total of 138 attendees representing 107
chapters have now attended Leaders Academy weekend programs, where they
have numerous opportunities to interact, share, and learn from each

ADS-B COMMENT DEADLINE
APPROACHES
 Just
a reminder for those intending to comment on the FAA's proposed ADS-B
(Automatic Dependent Surveillance-Broadcast) implementation plan have
less than three weeks to do so. The FAA reopened the docket for comments
through November 3, 2008, to allow the public to weigh in on 36
recommendations from an Aviation Rulemaking Committee (ARC) that
reviewed the (ADS-B) process. EAA broadly supports the ARC
recommendations, but has several areas of emphasis.

the historic aircraft to Jackson, Mississippi's Hawkins Field October
21-22, before the tour continues its sweep through the South next
weekend (October 24-26) in Dallas, Texas at Arlington Municipal Airport.

EAA SPORTAIR TIG WELDING
COURSE HAS OPENINGS
 There's
some limited space available the EAA SportAir TIG Welding Workshop
scheduled October 24-26 (Friday evening, Saturday, and Sunday) at the
Alexander Technical Center in Griffin, Georgia. Expert Lincoln Electric
instructors teach the basics of Tungsten Inert Gas welding using
Lincoln's state-of-the-art Precision TIG 185 welding units. Attendees
are assigned their own set of welding equipment, spending most of the
workshop gaining hands-on experience welding mild steel, stainless,
aluminum, and 4130 steel tubing. The course is $359 for EAA members,

WOMAN
BORN WITHOUT ARMS EARNS SPORT PILOT CERTIFICATE
 Jessica
Cox of Tucson, Arizona, became the first person without arms to earn a
Sport Pilot Certificate last week. An Able
Flight scholarship winner, Jessica passed her checkride on October
10th after several months of training with instructor Parrish Traweek in
his Ercoupe 415C. With its unique control system, the Ercoupe proved to
be the right airplane for her to fly using only her feet (she does not
use prosthetic arms).
"I highly encourage people with
disabilities to consider flying," Jessica said. "It not only
empowers you but also helps others realize that people with disabilities
are adept at attaining privileges that a small percentage of society
takes part in. It helps reverse the stereotype that people with
disabilities are powerless into the belief that they are powerful and
capable of setting high goals and achieving them." Learn more about

EAA 'TIMELESS VOICE OF
THE WEEK': LEE "DUTCH" EISENHART
 EAA
member Lee "Dutch" Eisenhart (#339642) was a P-51 pilot with
the 504th Fighter Squadron of the 339th Fighter Group, 8th Air Force
during World War II. Dutch flew combat missions over Europe, and later
flew T-6 Mosquito-armed reconnaissance flights during the Korean War.
Dutch retired from the USAF in 1970. Sadly, Dutch made his final flight
last week on October 8, 2008. Watch

Question of
the Week
If
a person holding a 3rd class medical should be
denied renewal due to failing the medical exam and
choose not to go through the process to try to
regain a 3rd class medical, what would be the steps
needed to then obtain a LSA license?
Answer:
Unfortunately there is no alternative. If your most
recent application for an FAA medical certificate
was denied, revoked, suspended or withdrawn by the
FAA, the only way to take advantage of sport pilot
privileges is to reapply for a 3rd class FAA medical
certificate and have a valid medical issued. Once
you have a valid FAA medical certificate (regular or
special issuance) you will have the option of
allowing it to expire, at which time you can then
switch over to sport pilot operations using your
valid U.S. state drivers license in lieu of the FAA
medical certificate.

BID ON A RED BARON
STEARMAN
The Schwan Food Company will
put up for auction four Boeing Stearman biplanes that were used as part
of the Red Baron Squadron flight team. In addition to the planes, the
auction includes Red Baron Squadron support trailers, merchandise, and
hundreds of surplus Stearman parts.
The auction will be held
at 11 a.m. on October 25 by Maas Companies at the Red Baron Museum at
the Marshall, Minnesota airport, located at 1632 West College Drive.
Three of the planes are being sold in flying condition, including a 1943
A-75, a 1942 PT-17, and a 1942 PT-13D. A fourth aircraft is a partially
disassembled 1941 PT-17.

NATIONAL HISTORIC SITE
HONORS TUSKEGEE AIRMEN
The Tuskegee Airmen National Historic Site at Moton Field, Tuskegee,
Alabama, is now recognized as a national landmark. A grand opening was
held on Friday, October 10 at the site, which serves as testament to the
all-black 99th Fighter Squadron and 332nd Fighter Group of World War II
whose combat performance and civilian struggles have earned them
legendary status. Thousands of people were on hand, including some of

EAA MEMBER WINS OLC
WORLD CHAMPIONSHIP
Jim Payne, EAA 240618, a glider pilot from Rosamond, California, won the
2008 Aerokurier Online Soaring Contest (OLC). Jim outscored 10,981
pilots in this year-long contest to become the 2008 OLC World Champion.
The contest scores each pilot's six longest flights adjusted for the
performance of the sailplane. Jim's top six flights totaled 5,697 miles
for an average of 949 miles per flight. His longest flight was 1,115
miles. Total flight time for the flights was 62.9 hours. Five of the
flights were flown in an ASW-27, a single-seat racing sailplane with a
49-foot wingspan; the sixth was flown in an ASH-25.

SEEK LSA OPINIONS
Online survey to aid in LSA design
A team of final year aeronautical engineering students at Loughborough
University in the United Kingdom have been tasked with designing a new
light-sport aircraft (LSA) for the United States market. Over the next
few months they will be generating a number of concepts, one of which
will progress to the detailed design phase in 2009. As part of the
concept phase, the students would like to gain an insight into the
preferences of potential end users in terms of aircraft performance,
configuration, and cost. To that end, the students have posted
a short online survey online. Anyone with an interest in aviation is
invited to participate. There is no need to answer any questions the
reader feels are irrelevant. If you have expertise in the area of LSA or
can provide additional contacts, the students will appreciate those
insights as well.

EXPERIMENTAL EXHIBITION CERTIFICATE
Rocket Racing, Inc. has been granted an Experimental Exhibition
Certificate from the Federal Aviation Administration (FAA) for the first
of its next-generation Rocket Racer that has been selected as the
baseline design for the fleet moving forward. This exhibition type
certification marks the first time in the FAA's history that a
production level rocket powered aircraft has been cleared to perform
exhibition flight demonstrations at more than 20 venues across the U.S.
The DKNY Bridenstine Rocket Racer vehicle, built on a Velocity Aircraft
airframe and equipped with liquid oxygen and alcohol engines
manufactured by Armadillo Aerospace, was used in test flights to
demonstrate the Rocket Racer's stability, safety, performance, and
